Administrative cooperation

In principle, prisoners have the same right to services and facilities as the rest of the population.
Social services, health care, education and cultural facilities are therefore provided to inmates or convicted persons by the same public agencies that otherwise are responsible for these services in society at large. For instance, prison chaplain services, prison libraries and educational programmes in prison are placed under the Ministry of Culture and Church Affairs, while the prison health service is an integral part of the general public health service. The municipality has the main responsibility for providing services and facilities in accordance with the Social Services Act.
The Norwegian Correctional Services are dependent on close cooperation with public agencies in order to ensure optimal execution of sentences and facilitate inmates' or convicted persons' adjustment to society. Under the Execution of Sentences Act, the Correctional Services are required to engage in this type of cooperation so that convicted persons and remand inmates receive the services to which they are entitled.
